He is recognized as a national expert on resource management and the strategic use of technology to increase productivity. He has a long history of public service, including directorships at agencies dedicated to improved shelter and housing for homeless and low income populations in Seattle. He holds a Bachelor of Arts from University of Washington and a Masters degree from Harvard University John F. Kennedy School of Government.
